Why do they still build submarines with ballast tanks?

Why dont they make the submarine without ballast tanks and naturally unable to float. When the submarine has to surface, the nuclear turbines will then be angled to force the submarine upwards. This saves a lot of the time spent of forcing water into ballast tanks and out.

Weird idea i guess. =D
